Presentation of Community Environment Construction Results in Taoyuan City Make the Local Transform as the Best Architect

In the morning of 11th day, Mayor Cheng Wen-Tsan arrived at Shimen Community Activity Center, Longtan District to attended the opening ceremony for presentation of results of the “2016 and 2017 Community Environmental Space Development Project: Clean Homeland”. According to the Mayor, the City Government solicited for the environmental space development project in public, based on the concept about “Clean Homeland” in 2016 and 2017, and each project may be granted the subsidy ranging from NT$100,000 to NT$300,000. Meanwhile, it worked with the CYCU professional group to develop idle, wasted or dirty spaces independently, and then activate and landscape the same to develop the community environmental space for diversified purposes. As a result, a total of 45 environmental reconstruction plans were completed (by 29 community groups). Each plan demonstrated the local characteristics. Community development is just like the magic making the locals transform into the “best architect” for “turning garbage into valuable” effect. The City Government would continue to work hard on expanding the locations to make the environment better.

Cheng Wen-Tsan said that in the community environmental space development project intended to activate and landscape the idle, wasted or dirty spaces in the community and in the process of the development, the City Government would work with the CYCU professional group to escort the locals and set up the service center and encourage the “residents to participate” in the reconstruction with simple materials. CYCU also provided assistance in construction methods and enabled the locals to learn in the process of community development.

The environment should be identified as public property. If each person contributes his idea, we can make the environment change remarkably. Cheng Wen-Tsan indicated that the City Government has been promoting different community development projects; for example, Department of Agriculture, Taoyuan promoted the “Rural Recycled Community”, Department of Environmental Protection, Taoyuan promoted the “Low-Carbon Community”, and Department of Urban Development, Taoyuan promoted the “Environmental Space Development Community”, categorized by urban and rural areas and based on an open concept. The most important thing for the community development was to combine the locals’ creative ideas. There were a total of 400 community planners in Taoyuan City. In addition to these community planners, the community residents were also encouraged to “DIY”.

Deputy Director-General of Department of Urban Development, Liu Chen-Cheng, indicated that the “2016 and 2017 Community Environmental Space Development Project: Clean Homeland” urged the citizens to engage in the community construction jointly. For example, the old red brick house in Shimen Community was renovated by the local residents as a garden corner, and the idle old military housing in Jiaan Village was transformed into the rest station of the Community. In other administrative districts, including Taoyuan, Zhongli, Luchu, Bade, Daxi, Pingzhen, Dayuan, Xinwu and Fuxin, there were many successful reconstruction projects providing more power to the community’s local development by inspiring the residents to care the environment surrounding them and cooperate with each other voluntarily. City councilors, Chang Chao-Liang and Hsu Yu-Shu, and Deputy Director-General of Department of Urban Development, Liu Chen-Cheng, all attended the ceremony.
